In the Dutch General Administrative Law Act, Chapter 9 Complaints Handling, it is stated that everyone has the right to file a complaint with that administrative body about the way in which an administrative body has behaved towards him or another person in a specific matter. An act of a person working under the responsibility of an administrative body is considered to be an act of that administrative body. The administrative body ensures that oral and written complaints about its conduct and about the conduct of administrative bodies working under its responsibility are handled properly. Furthermore, this Act emphasises that no appeal can be lodged against a decision regarding the handling of a complaint about the conduct of an administrative body.
